GROUND FILMING PERMIT
NON TWOFOUR54 FREE ZONE COMPANY PROCEDURE
Once Media Regulatory Office (MRO) Script Approval has been confirmed, the next step is to apply for a Ground Filming Permit from the Media Regulatory Office (MRO) to film in public areas of Abu Dhabi, Al Ain and Al Dhafra Region.
The filming permission will be granted for the specific public location(s) listed in your application.
Filming permission for private locations is achieved by agreeing terms with the respective location owner and signing a location agreement for each private location.
Abu Dhabi Film Commission can assist with all aspects of sourcing and researching both public and private locations within Abu Dhabi.

AERIAL FILMING PERMITS
NON-FREE ZONE COMPANY PROCEDURE
The Aerial Permit requires approval from two government authorities.
An NOC is needed from Media Regulatory Office (MRO) by submitting the request on their E-Portal. https://www.mcy.gov.ae
*Please note only licensed companies can apply.
Timeline: Up to 15 working days.
Fees: 500 AED per day.
Once Media Regulatory Office (MRO) grants the NOC. You can then apply for an Aerial Permit on General Civil Aviation Authority (GCAA) E-portal: https://www.gcaa.gov.ae

General Civil Aviation Authority (GCAA) governs flight, drones/un-manned aerial vehicles (UAV) in Abu Dhabi, Al Ain and Al Dhafra Region. Filming permission will be granted for the locations listed in your application.
The crew must have a Working Visa for filming in Abu Dhabi and a Ministry of Defense (MOD) Representative is required to be present during all aerial filming to approve the footage. The MOD Representative must be provided with meals and overnight accommodation if required as per the crew.
Abu Dhabi Film Commission recommends hiring an Abu Dhabi registered drone company for any aerial filming. Below is a link to the industry directory where you will find production companies registered to fly a drone:
